City of Centerville <br /> Council Meeting Minutes <br /> May 9,2018 <br /> Mr. Maass reported that an open house was held and the last Planning & Zoning Commission <br /> meeting of May 1, 2018 with one (1) resident attending. <br /> Mr. Maass stated that included in Council's packet was an Implementation Plan and that he was <br /> seeking input on it. He also stated that the plan discusses varies items such as: land use, <br /> housing, transportation, sewer, water supply, surface water and parks/trail along with anticipated <br /> dates of completion, responsible parties and funding sources. Administrator Statz stated that he <br /> and Public Works Director Palzer would complete a large amount of items from sewer, water <br /> supply, surface water, parks/trails, capital improvements, etc. Administrator Statz stated as <br /> Council's desire to have all properties connected to municipal services that would be an item to <br /> continue to plan for. Discussion ensued and Council Member Montain reminded staff to include <br /> storm water ponding, maintenance and financial responsibilities. Discussion also ensued <br /> regarding additional items that would be contained as part of the City's Comprehensive Plan <br /> such as the Local Water Plan. <br /> Council Member Koski stated that future development not only in Centerville but surrounding <br /> communities needs to be considered regarding transportation. Administrator Statz stated that <br /> most of Centerville's collector roads are County owned and the City has little to do with their <br /> infrastructure; however, the City's concerns are how our roads move traffic to those roadways. <br /> Administrator Statz felt that the City's roadways are in great condition and will support future <br /> growth in Centerville and surrounding areas. <br /> Brief discussion was had regarding the City's Local Water Plan, the review process/period and it <br /> was felt that the City has been proactive in implementing thorough requirements for construction <br /> of ponds, drainage and maintenance. <br /> Mr. Maass stated that a public hearing would be held at the June Planning and Zoning <br /> Commission where a full draft of the plan would be reviewed with Council receiving their <br /> recommendations at their June 13, 2018 meeting. Mr. Maass stated that it is anticipated that <br /> Council will approve submittal to other agencies for their review. He stated that upon those <br /> reviews and final submittal to Council it will be sent to the Metropolitan Council by December. <br /> Mayor Paar thanked Mr. Maass for his attendance and work on this portion of the plan. <br /> V. PUBLIC HEARING <br /> 1. Changes to the Fee Schedule (Ordinance #88, Second Series), Ord. #90, Second <br /> Series <br /> Mayor Paar opened the Public Hearing at 6:49 p.m. <br /> Administrator Statz stated that land use ordinances require a public hearing with two (2)readings <br /> at Council level and this was the second reading for the item. He also stated that the proposed <br /> fees and escrows are associated with land use items and he desired to be thorough and cautious. <br /> He reported that the modifications are being presented to protect the city and are in line with <br /> neighboring communities' fees. <br /> Page 2 of 8 <br />
