Centerville 2040 <br /> CHAPTER 1- COMMUNITY PROFILE <br /> The purpose of the background section is to understand the characteristics of <br /> Centerville and the current qualities and challenges of the community. The <br /> comprehensive planning process considers the future of the community based <br /> on existing characteristics. To help facilitate planning efforts it is important to <br /> understand all factors affecting the city. The following sections will discuss <br /> demographics, facilities, natural resources, housing, water resources, and the <br /> transportation system. This background information has served as a guide for <br /> participants in the planning process. <br /> The City's last Comprehensive Plan was officially adopted in 2008. The 2040 <br /> Comprehensive Plan now required by the Metropolitan Council focuses on <br /> planning for the next 20 years. This plan is especially important for Centerville <br /> because it will guide the community to full build-out. There are very few vacant <br /> parcels remaining in the city, and by the next time the Comprehensive Plan is <br /> updated, Centerville may be focusing on infill and redevelopment rather than <br /> development of any vacant parcels. This Comprehensive Plan provides a vision <br /> and plan for what the fully-built community will look like, and how it will function. <br /> In 1967 the Minnesota Legislature created the Metropolitan Council to plan and <br /> coordinate the orderly development of the seven-county metropolitan area. <br /> Minnesota law requires every municipality and county within the metropolitan <br /> area to prepare and submit a comprehensive plan to the Metropolitan Council <br /> that addresses all required components of the 2040 Regional Development <br /> Framework "ThriveMSP 2040". The City's plan must be consistent with the <br /> Metropolitan Council's system plans. To assist local governments in this effort, <br /> the Metropolitan Council issues a "Systems Statement" to each community that <br /> describes the specific areas that must be addressed as part of the local <br /> comprehensive plan. The City of Centerville was issued an updated system <br /> statement on September 17, 2015 and submitted its 2040 Comprehensive Plan <br /> to the adjacent and affect communities for their review in June of 2018. The City <br /> of Centerville submitted its 2040 Comprehensive Plan to Metropolitan Council in <br /> December of 2018. <br /> Chapter 1 Page 1 <br />
