June 5,2018 <br /> Centerville Planning Commission <br /> Page 6 of 6 <br /> Bay View Villas-Comprehensive Plan Amendment, Rezoning, Planned Unit Development,& Preliminary Plat <br /> conditions, utility facilities and other matters affecting the public health, safety and <br /> general welfare; and <br /> The PUD proposes a new roadway that begins with access to Main Street and ends <br /> in a cul-de-sac within the subject property. The residential use is consistent with <br /> neighborhoods to the east and north. <br /> (c) That the proposed building or use will be designed, arranged and operated so as <br /> to permit the development and use of neighboring property in accordance with <br /> the applicable district regulations. <br /> The proposal includes possible direct access to the new roadway from LaValle <br /> Drive for the three neighboring properties on the east. <br /> RECOMMENDATIONS <br /> We recommend that the Planning Commission recommend approval of a Comprehensive Plan <br /> Amendment, Rezoning, Conditional Use Permit for a Planned Unit Development, and a Preliminary <br /> Plat for Bay View Villas located at 7265 and 7281 Main Street with the following conditions: <br /> 1) The proposed stormwater ponding area in Block 2 shall have clear public access points <br /> and pedestrian paths from units in Block 1 so this open space can act as an amenity for <br /> the entire development. <br /> 2) The grading plan shall be revised to preserve intact all or most of the first 50 feet abutting <br /> Centerville Lake, and stormwater shall be directed away from the lake and treated before <br /> entering the lake. <br /> 3) The first 50 feet from the ordinary high water line on Centerville Lake shall be in common <br /> HOA ownership to better protect the character of the shoreline and health of Centerville <br /> Lake. <br /> 4) The Site Plan and Plat shall be revised to provide pedestrian access corridors at least 15 <br /> feet wide under HOA ownership at two points, one east and one west, from the new street <br /> out to the common HOA property along Centerville Lake, allowing all future residents <br /> access to the lakefront. <br /> 5) The Final PUD Development Plan shall include a Landscaping Plan. <br /> 6) The Final Plat shall be approved by the City Council. <br /> 7) The developer shall complete the required FEMA floodplain approval process and work <br /> with the DNR on the necessary easement vacation. <br /> 8) The developer shall obtain approval of the LaValle Drive access relocation plan from <br /> Anoka County. <br /> 9) The developer shall work with the City to provide access to the new LaValle Drive for the <br /> three neighboring properties to the east at no cost to those property owners. <br /> 10) The developer shall address all comments to the satisfaction of the Centerville Public Works <br /> Department, City Engineer, and Public Safety officials. <br /> NEXT STEPS <br /> The City will work with the applicant on a development agreement that meets the conditions of <br /> approval prior to City Council action on these applications. <br />
