The residential use is consistent with <br /> neighborhoods to the east and north. <br /> (c) That the proposed building or use will be designed, arranged and operated so as <br /> to permit the development and use of neighboring property in accordance with <br /> the applicable district regulations. <br /> The proposal includes possible direct access to the new roadway from LaValle <br /> Drive for the three neighboring properties on the east. <br /> RECOMMENDATIONS <br /> At their meeting of June 5, 2018, the Planning Commission unanimously recommended approval <br /> of a Comprehensive Plan Amendment, Rezoning, Conditional Use Permit for a Planned Unit <br /> Development, and a Preliminary Plat for Bay View Villas located at 7265 and 7281 Main Street, <br /> based on the drawings from Plowe Engineering dated May 4, 2017 and received by the City <br /> March 13, 2018,with nine conditions. <br /> Based on the Planning Commission discussion and the revised plans submitted by the applicant, <br /> we recommend that the Planning Commission recommend approval of a Comprehensive Plan <br /> Amendment, Rezoning, Conditional Use Permit for a Planned Unit Development, and a Preliminary <br /> Plat for Bay View Villas located at 7265 and 7281 Main Street with the following conditions, subject <br /> to Findings of Fact and a code amendment for the rezoning to be adopted by the City Council at <br /> a future meeting. <br /> Notes in italics below each indicate how the Planning Commission conditions relate to the revised <br /> plans and to City staff's current recommendations: <br /> 1) The grading plan shall be revised to preserve intact as much as possible of the first 50 feet <br /> abutting Centerville Lake, and stormwater shall be directed away from the lake and <br /> treated before entering the lake. A landscape plan should be submitted detailing how <br /> the shoreline and area 50 feet up from the HWL will be treated to achieve structural <br /> stability,water quality, and aesthetic qualities. <br /> The grading plan is revised from the earlier submitted plan to provide a swale within <br /> the first 30 feet from the lake that would direct runoff to the west. This is an <br /> improvement but still grades that area and removes all existing vegetation-it does <br /> not meet the intent of the Shoreland standards, which suggest not disturbing this <br /> shoreland area. The landscape plan reestablishes trees in this area but could be <br /> improved by planting native grasses and other plants appropriate for the shoreland <br /> area. <br /> /,1116 r;� IN' ii.jl I f Ir?
