S' ° � 2335 Highway 36 West, St. Paul MN 55113 Memorandum DATE: July 10, 2018 TO: Centerville Planning and Zoning Commission FROM: Phil Carlson, AICP; and Beth Elliott, AICP, Stantec RE: Bay View Villas-Comprehensive Plan Amendment, Rezoning, Planned Unit Development, and Preliminary Plat BACKGROUND Applicants Rich DeFoe and Jim Boo have applied for a comprehensive plan amendment, rezoning, PUD and preliminary plat for Bay View Villas, proposing to construct eighteen single- family homes and maintain an existing single-family home on the former Waterworks Property at 7265 and 7281 Main Street.This body held a public hearing and reviewed the project at their June 5, 2018 meeting and approved the preliminary plat with conditions. Action on the Rezoning, CUP for a Planned Unit Development, and Comprehensive Plan Amendment was deferred until a draft of the CUP could be presented. The item in front of you is to formally approve or deny the final three applications after a review of the draft CUP included in your packet. Any recommendation for approval of the three remaining applications should be contingent upon the recording of a final plat for the development. The City Council reviewed a revised preliminary plat at their June 27, 2018 meeting. Based on public testimony, particularly related to the plat's relationship with adjacent property owners to the east, the Council tabled the item. The Council will act on all the planning applications on Wednesday, July 11, 2018. r,. U l The subject property is approximately 7.3 �� acres with an existing home and is the former site of the Waterworks Beach Club and Grill, located along Main Street between Centerville Lake and Peltier r.
