All in favor. Motion carried. The Public Hearing was closed <br /> at 8:05. <br /> VI. OLD BUSINESS <br /> 1. Old Mill Estates <br /> a. Preliminary Plat <br /> b. Conditional Use Permit for a Planned Unit Development <br /> c. Rezoning (Rl to R2A) <br /> Discussion among the commission ensued. Commissioners did not favor the interior <br /> connecting road layout proposed by the planners. They felt that the addition of trails and <br /> sidewalks could serve the purpose of connecting the neighborhood and giving access to the <br /> park. Consensus was also that the layout, as presented, was reasonable. The commission <br /> discussed issues with private roads and eventually proposed that the private road be made <br /> public, and that it be ended in a cul-de-sac, connecting to Street B, with the connection to <br /> Street A being eliminated. This change, would allow conforming lots in the eastern <br /> portion of the plat and would eliminate the need for a PUD. <br /> Motion by Commissioner Broussard Vickers, seconded by Commissioner Haiden, to <br /> recommend approval of the Preliminary Plat and rezoning, as presented with the <br /> following conditions. <br /> 1. a. Sidewalks shall be included on the east side of Old Mill Road from the existing <br /> sidewalk to the south and the property's northern site boundary, on the south side <br /> of Street A, and on the north side of Street B. <br /> 2. The proposed private road in the eastern portion of the development shall be <br /> public and meet the requirements of a public road. The section of private <br /> roadway to the north that meets the Street A cul-de-sac shall be eliminated with a <br /> new cul-de-sac. The new public road shall accommodate any lots that conform to <br /> zoning and other applicable standards. <br /> 3. The developer shall work with the City Engineer to evaluate the water drainage <br /> system along the southern site boundary for potential impacts to adiacent <br /> residential backyards. <br /> 4. The development shall include a trail as proposed in Concept B as shown in the <br /> Planning & Zoning Commission meeting on July 31, 2018. The trail shall connect <br /> Street A to Street B and extend on the east side of Street B to the connection with <br /> Revoir Street and Acorn Creek. <br /> 5. The rezoning from Rl to R2A is contingent on approval of the development's <br /> Final Plat. <br /> All in favor.
