City of Centerville <br /> Council Meeting Minutes <br /> June 27,2018 <br /> thought process was that several times per year (audit, budget, etc.) may require the individual to <br /> work additional hours within that week. <br /> It was the consensus of Council to again place this item on their agenda for their next meeting. <br /> 3. NMTC 2019 Draft Budget <br /> Council Member King stated that there is a proposed $13,525 increase over the previous year <br /> due to personnel and building maintenance. He stated that both the Commission and Operations <br /> Committee approved them as presented. <br /> Discussion ensued regarding North Metro Telecom.'s funding regarding large ticket items (high <br /> definition upgrades, paying of bonds (building), renegotiating cable contract, etc.), franchise <br /> fees, City cable related expenses and whether franchise fees are an Enterprise Fund and can only <br /> be utilized for audio/cable/broadcasting for Government Access. City Clerk Bender responded <br /> only audio/cable/broadcast for Government Access expenditures. <br /> Motion by Council Member Love, seconded by Council Member King to Adopt the NMTC <br /> 2019 Draft Budget as presented. All in favor. Motion carried. <br /> IX. NEW BUSINESS <br /> 1. Preliminary Plat, CUP for a PUD, Rezoning and Comp. Plan Amendment — <br /> Waterworks/DeFoe Property (Subject to Findings of Fact, CUP & City Code <br /> Amendment—July 11, 2018 CC Meeting <br /> Clerk Bender informed the Council that, prior to the meeting, Administrator Statz emailed notice <br /> to the developer of the city's need for an additional 60 days to review their application. <br /> Ms. Beth Elliot, Senior Urban Planner for Stantec, provided Council with a presentation and <br /> overview of Mr. Phil Carlson's Planning & Zoning recommendations from the Planning & <br /> Zoning Commission meeting regarding the proposed development. <br /> Considerable discussion was had regarding setbacks, lakeside drainage and shoreline treatments, <br /> access to the lake for upland homes, Homeowners Association documents, access for LaValle <br /> Drive residents, utility connections and landscaping/maintenance for same, Anoka County road <br /> access and the like. Homeowners along LaValle Drive were present and allowed to speak. Most <br /> comments were generally in favor of the development with concerns over access, driveways, etc. <br /> The developer, Mr. Jim Boo, was also present and responded to some concerns and gave his <br /> opinions on various issues. <br /> Council felt there were too many outstanding issues to be resolved, particularly with regard to <br /> treatment of the LaValle Drive residents to allow for approval at this time. <br /> Consensus of council was to table the matter for further information. <br /> Page 3 of 4 <br />
