a ntec <br /> CITY OF CENTERVILLE -2018 LOCAL WATER PLAN <br /> 5.0 WATER RESOURCE MANAGEMENT OBJECTIVES AND <br /> POLICIES <br /> 5.1 BACKGROUND <br /> The City of Centerville has adopted several water resource management objectives, which <br /> provide a framework to guide development of policies and management programs. <br /> According to Minnesota Rules Chapter 8410, the development of objectives and policies must, <br /> at a minimum, address the following issues: Water Quantity, Water Quality, Recreation, Fish <br /> and Wildlife, Enhancement of Public Participation through Information and Education, Public <br /> Ditch Systems, Groundwater, Wetlands, and Erosion. The goals must be outlined in sufficient <br /> detail to provide direction regarding policy deliverables, provide direction to the organization's <br /> board, and be quantifiable so that success can be appropriately measured. The goals should <br /> recognize the relationship between water quality and land use. <br /> The mission statement of the RCWD is to "prevent flooding and enhance water quality in <br /> harmony with development for the common good." Thus, the RCWD and its board of managers <br /> established an operational framework to guide its management of cities, counties and townships <br /> located within the District. These are: <br /> • Demonstrate measurable success by solving problems and implementing solutions; <br /> • Explore a range of ideas and opportunities and projects to ensure healthy water resources <br /> for the Rice Creek Watershed; <br /> • Balance the complex inter-related dynamics of resource management; <br /> • Enlist the public and cities as partners in resource management; <br /> • Operate in a fiscally efficient manner based on providing "best value" and accountability; <br /> • Implement and construct innovative projects to solve problems and, <br /> • Make decisions in the best interest of the entire area comprising the Rice Creek Watershed. <br /> 5.2 OBJECTIVES AND POLICIES <br /> The City has adopted the following objectives and associated policies to be adopted as part of <br /> the LWP: <br /> Issue 1: Sediment buildup in streams destroys habitat, disrupts the food chain and can <br /> alter the flow of water throughout a streamcourse. <br /> Objective 1: Reduce to the greatest extent possible erosion and sediment deposition <br /> from new construction sites into natural water resources within the City. <br /> 15 <br /> 110 <br />
