To <br /> determine whether public water or public sewer are available for connection, each <br /> person or corporation desiring to install a private water or private sewer system must <br /> first make application for connection to a public system. Upon determination by the <br /> city that it is not feasible to connect the applicant's premises to public water or public <br /> sewer, then the applicant shall be granted a permit to install a private water or private <br /> sewer system in accordance with all appropriate state and local regulations and subject <br /> to an agreement with the city recognizing the temporary nature of the private system. <br /> (B)Notwithstanding the other provisions of this chapter, if a public service is available, <br /> property served by a private water or private sewer system shall immediately connect to <br /> public water or public sewer whenever a private sewer or private water connection falls <br /> into disrepair. <br /> (C)All property served by private water or private sewer systems must connect to public <br /> water and public sewer, if a public service is available to serve the property: 1) upon <br /> sale or transfer of ownership of a parcel with a principal structure, or 2) upon <br /> 22 <br />
