(3) "All-terrain vehicle" is specifically defined by Minnesota Statute Section 84.92, subdivision 8, <br /> and means as motorized flotation tired vehicle of riot less than three low pressure tires, but riot <br /> more than six tires,that is limited in engine displacement of less than 1,000 cubic centimeters, <br /> and includes a class I all terrain vehicle and class 2 call-terrain vehicle. <br /> (l.3), treets. "Streets"means any street, highway, avenue,alley,or other public right of way within tile <br /> jurisdiction of the City, including the entire right of vvay. <br /> § 73.03 SPECUI., VEHICLE USE ON STREETS <br /> (A)Davignation of roadwqy,permit. The City authorizes the operation of all terrain vehicles,mini trucks, <br /> and utility task vehicles on all streets in the City as defined in this ordinance.. Operation of these vehicles <br /> is a privilege which may be revoked at antime if there is evidence that an operator cannot safely <br /> operate the vehicle. Special-vehicles shall be authorized to operate in thefollowing manner- <br /> (1) Issuance of a docurnented permit required. The city may grant and issue a permit document to <br /> the ownerBor a period not to exceed three years, and which may be renewed. There shall be at <br /> the time offilling out the application a per mit.fee as set by the City Council, as adopted.from <br /> time to time.. No permit is valid unless it isPresent when the special vehicle is being operated. <br /> (2) Issuance of as documented permit not required. The city grants a permi it to the operator of a <br /> special vehicle during its use for a commercial or business purpose. Operating a special vehicle <br /> for this limited purpose does notrequire a permit application., fee or documented permit.. <br /> (B)Crossing intersecting highways. The operator,under permit for an all terrain vehicle, mini truck,or <br /> utility task vehicle may cross anystreet or highway inte.rsecting a designated roadway. <br /> (C)Application of traffic laws. Every person operating air all terrain vehicle, mini truck,or utility task <br /> vehicles tinder permit on.designatedstreets has all the rights and duties applicable to the driver of any <br /> other automobile or passenger vehicle under state or federal law or regulation except: <br /> (1) where specifically exempted by state law., <br /> (2) those provisions of law or wgulation that cannot reasonably be applied to an all...terrain.vehicle, <br /> mini-truck, or utility task vehicle, or <br /> (3) as otherwise provided in subdivision D. <br /> (D)Required equipment on mini trucks.Notwithstanding State Statue Sections 169.48 to 169.68, or any <br /> other law, a mini trucls.may be operated under pennit oil designated roadways if it is equipped with: <br /> (1) at least two head lamps; <br /> (2) at least two tail lamps; <br /> (3) front and rear turn signal lamps; <br /> (4) an exterior mirror mounted on the driver's side of the vehicle, and either an exterior mirror <br /> mounted on the passenger's side of the vehicle or an.interior mirror; <br /> 63 D F1 a 2 e <br />
