witmiic�a�r r kaur�d:,�ma m iY� �rr:��uauwW <br /> 779770777,77777 4`7`9 06,�:^�9 <br /> City of Centerville <br /> Downtown Street, Storm Sewer, and Water Infrastructure Project <br /> January, 2019 <br /> Project Summary <br /> The City of Centerville is submitting a proposal for CDBG project funding in order to help <br /> provide water service, storm water infrastructure, and a new street surface in one of the few areas <br /> of the city that does not have access to city water. The project will run water main on Progress <br /> Drive, Sorel Street and Heritage Street. The homes served are generally modest and the <br /> neighborhood is one of the oldest in town. <br /> The existing streets are in very poor condition with limited base material. Installing water main <br /> will require each street to be almost completely dug up in order to place the water mains. When <br /> the streets are rebuilt, the city intends to install new base material that will drain better and <br /> reduce freeze/thaw cycle impacts. Then storm water improvements will be made to direct the <br /> flow of water appropriately to reduce icing during winter and move surface water to appropriate <br /> storage ponds. Then the streets will be rebuilt to current standards which should ensure a long <br /> life for the improvements. <br /> CDBG funding will help make the project affordable. Projects where new infrastructure is <br /> constructed are typically accompanied by assessments against the property that benefits from the <br /> improvements. With CDBG assistance, the impact of assessments to low and moderate income <br /> property owners can be minimized. The full cost of the project on a per parcel basis are <br /> estimated to exceed $26,000. This is huge in relation to the residential property values, which <br /> range from $86,700 to $235,000. The city's goal in this project is to provide high quality <br /> infrastructure while maintaining affordability to the residents. <br />
