Points awarded for 3 key areas: 1) approach/timeline, <br /> 2)community need and 3)benefit to Low/Moderate Income persons/household(4000-characters) <br /> The proposed project will provide city water lines to serve all properties in the project area.As part of this project,the streets will <br /> need to be ffilly rebuilt. This also allows the city to make drainage improvements for storm water purposes. All of the <br /> improvements associated with this project will improve the value of the properties from increasing attractiveness,resale value, <br /> safety,and access to clean drinking water. <br /> The homes in this project area are currently served by shallow wells that are potentially subject to contamination.Residents of these <br /> homes do not have the benefit of a safe public water system.Because they rely on their own electric pumps,they also lose water <br /> service with every power outage. They do not receive the benefits of a fluorinated water supply and the intended prevention of <br /> tooth decay that is a proven benefit of public water supplies in Minnesota.In addition to the public health benefits,the project will <br /> also result in increased hydrant coverage,which will provide better public safety,by making firefighting easier.The new hydrants <br /> may also provide a reduction in homeowners'insurance costs. <br /> This CDBG funding will reduce the overall cost of the project. The city portion of the cost will likely be supported by special <br /> assessments against the benefitting properties.The CDBG assistance will reduce the assessment amounts and make it more <br /> affordable for low and moderate income residents in the project area to connect to the city's water system.This is a large expense <br /> for a resident of modest income and property value,even with the proposed CDBG assistance. <br /> Minnesota statutes provide that assessments have to be consistent across the same class of property. The city can assess a lower <br /> amount against all residential properties based on the amount of CDBG assistance,while assessing more of the project cost against <br /> commercial properties in the project area. That would limit the benefit to only residential properties of which 18 of the 20 <br /> residential properties are owner-occupied and could potentially qualify as LIM property owners. <br />
