CITY OF CENTERVILLE <br /> ANOKA COUNTY, MINNESOTA <br /> INTERIM USE PERMIT <br /> 1. Permit. Subject to the terms and conditions set forth herein, the City of Centerville hereby <br /> grants approval of an interim use permit for: <br /> Rehbein Properties, DBA Rehbein's Black Dirt,to operate a topsoil processing business <br /> at the properties described below, subject the conditions of this permit. <br /> 2. Property. The permit is for the following described property: <br /> PID's: 24-31-22-32-0002& 24-31-22-32-0003 <br /> This permit only applies to those areas south of Clearwater Creek on the above parcels. <br /> 3. Conditions. This permit is issued subject to the following conditions: <br /> a) Definitions: <br /> 1. Topsoil — Earthen material meeting the requirement of the Minnesota <br /> Department of Transportation's 2016 Standard Specification, Section 3877. <br /> b) All topsoil processing activities, including stockpiling of topsoil shall be conducted <br /> entirely within the easterly 680 feet of the property south of Clearwater Creek (approx. <br /> 13 acres—Area A on Exhibit A), and shall not encroach within fifty (50) feet of the top of <br /> the bank of Clearwater Creek within the area described above. <br /> c) Mining/stripping of topsoil and backfill of the mined/stripped area with existing, on-site <br /> material shall be allowed on the entire property described and included in this permit <br /> (Areas A & B on Exhibit A). These operations may not encroach within ten (10) feet of <br /> the top of the bank of Clearwater Creek. <br /> d) No more than ten (10) acres of land outside of the area described in condition "b" from <br /> above, may be disturbed and without vegetative cover at any given time. <br /> e) Existing green strip along Clearwater Creek shall not be disturbed. <br /> f) Operating hours shall be limited to 7:00 a.m. to 6:00 p.m. Monday through Friday and <br /> 7:00 a.m. to 6:00 p.m. Saturday. <br /> g) Permittee shall endeavor to limit speed of trucks entering or leaving the site to 25 miles <br /> per hour. <br /> h) The following erosion and sediment control measures shall be followed: <br />
