As the city has completed water main installation projects over the years, <br /> we have sent letters to adjacent properties, informing them of the fee and offering them <br /> an opportunity to pay that fee at the time of the project to avoid escalation of that fee in <br /> the future. Additionally, we have allowed the payment of this fee through special <br /> assessments. <br /> Unfortunately, we have a small area where we installed water main,but did not send this <br /> information to the adjacent property owners. The area includes the properties along the <br /> west side of Centerville Road, north of Sorel Street(7 parcels) and the two properties on <br /> Centerville Lake, adjacent to Cornerstone Park. The water main here was installed with <br /> grant funds through the Community Development Block Grant that helped make Block 7 <br /> ready for redevelopment. This situation means the water main is in place,ready for <br /> connection, but the property owners are not aware of the need to pay this fee upon hook- <br /> up. <br /> City staff is proposing that these property owners be notified of the city's fee structure <br /> and given an opportunity to pay the Lateral Benefit Fee that was in place at the time of <br /> the water main installation. The fee was $6,500 at the time and is now $8,000. We also <br /> wish to allow them to have the fee specially assessed to the property with the customary <br /> terms afforded to other property owners. Our proposal is that this offer be extended <br /> immediately, with a window of opportunity through the end of 2019. <br /> Sincerely, <br /> 46jL <br /> Mark R.
