MN Technology Corridor
Transportation Overview
Summary:The main concern was understanding where the most feasible new interchanges would be
along the 1-35 Corridor, and that both Counties were on the same page.
New Interchange on 1-35E: In the Anoka County Comprehensive Plan -the planned area for an
interchange is most likely at 801"/1701" and 1-35E. This project would be low impact and very feasible
according to Doug Fischer, Anoka County. This interchange would divide the 6+ mile stretch between
the 97 and Main Street exists in half. There is no identified timeline on this interchange in the Anoka
County Comprehensive Plan. However, this project could be done sooner than later, especially if a large
project came in.
Future 801" Extension West("Northern Connection"): Extending AC-801" all the way west to connect
with Main Street/CSAH 14 and eventually connect to 1-35W is outlined as a possibility in the Anoka
County Comprehensive Plan. However, this project would have a significant impact and hasn't
completely been determined feasible or necessary. This future connection is supported by area city
comprehensive plans.
Gateway to Forest Lake: Forest Lake considers 1801" and 1-35 WE a possible location for two
interchanges in their Comprehensive Plan to serve the southern portion of their communities. The
conclusion from the meeting is that this is less feasible than the 801"/1701" interchange. This conclusion
was made because of MNDOT's standards (the proposed intersection being so close to the 1-35 split),
and 1801"would be able to connect anywhere west after an interchange on I-35W. This is not a
discussed interchange in the Anoka County Comprehensive Plan either.
241"/Elmcrest Avenue—241"/Elmcrest Avenue is a shared border roadway between Anoka County and
Washington County that could provide a link between County Road J in White Bear Township and
Highway 97 in Forest Lake. It is important that the Cities of Hugo, Lino Lakes, Columbus, and Forest
Lake coordinate the long-term planning needs for the section of the corridor between County Road 8
and Highway 97. Anoka County and Washington County share jurisdiction over this road. No
jurisdictional transfers are planned. As this road is classified as a "collector road" future improvements
will need to be coordinated among nearby jurisdictions as the area traffic grows.
Items of continued conversation
• Timeliness of new interchange at 801"and 1-35E—This will depend on timeliness of area
residential and commercial growth.
• When future developments start impacting 241"/Elmcrest Avenue, the improvements and cost
will need to be allocated/coordinated.This road will become an important service road
("collector road") to industries in Columbus, Hugo, Forest Lake and Lino Lakes
• Need for 801" Extension West—This has been proposed in the nearby jurisdictional
comprehensive plans as a near or post 2040 project. Monitor and coordinate the need for this
connection as the area builds out. A road connection as such, that will go over wetland, would
require a true demonstrated need.
182
