THE ECONOMIC DEVELOPMENT AUTHORITY <br /> OF THE CITY OF CENTERVILLE, MINNESOTA <br /> RESOLUTION 4EDA 19-04 <br /> RESOLUTION AUTHORIZING A CONTRACT WITH NORTHLAND SECURITIES, INC. <br /> FOR CONSULTING SERVICES RELATED TO ESTABLISHING TAX INCREMENT <br /> FINANCE(REDEVELOPMENT) DISTRICT 1-1, IN THE DOWNTOWN AREA <br /> WHEREAS, both the City Council and Economic Development Authority of the City of <br /> Centerville have authorized certain initial activities associated with exploring the feasibility of <br /> establishing a Tax Increment Financing (TIF) District (Redevelopment District), within the <br /> Downtown Area outlined in Exhibit A (attached). <br /> WHEREAS, the League of Minnesota Cities Handbook states that establishing a "TIF [district] <br /> requires extensive planning, implementation, and reporting in consultation with the appropriate <br /> financial and legal professionals." <br /> WHEREAS, Northland Securitas, Inc. has submitted a proposal which affords the city access to <br /> professionals with expertise in the establishment of these districts. <br /> NOW, THEREFORE, IT IS HEREBY RESOLVED AND KNOWN TO ALL, that the Board of <br /> Commissioners authorizes the City's Administrator to enter into a contract with Northland <br /> Securities as presented in the attached proposal. <br /> THE VOTE OF THE BOARD OF COMMISSIONERS FOR ADOPTION OF THIS <br /> RESOLTUION WAS IN FAVOR OF THE RESOLUTION. <br /> PASSED AND ADOPTED by the Economic Development Authority of the City of Centerville <br /> this 17th day of April, 2019. <br /> Jeff Hanzal, President <br /> Attest: <br /> Secretary, Teresa Bender <br /> 13 <br />
