3. Set and distribute calendar of meetings and key dates, including newspaper publication <br /> dates for public hearing(s). <br /> 4. Prepare notice of hearing and assist the City and EDA with complying with statutory <br /> requirements for mailing and publication. <br /> 5. Collect and analyze data for the Project,including: <br /> a. Legal name and address of entity that will enter into agreement with the City and/or <br /> EDA for tax increment financing assistance <br /> b. Parcel ID numbers of parcels proposed to be included within the TIF District <br /> c. General description of the proposed project <br /> d. Detailed line item construction budget for the project <br /> e. Amount of public financial assistance(tax increment) that is being requested <br /> f. Number and type of housing units to be constructed <br /> g. Minimum of 5-year operating pro forma for the housing project(i.e., operating <br /> revenues,TIF revenue,operating expenses, deposit to reserves, debt service, etc.). <br /> h. Estimated project commencement and completion dates <br /> i. Confirmation as to whether the Developer will seek a minimum assessment <br /> agreement for valuation of the property <br /> j. Bank commitment letter for the project financing,if available <br /> 6. Review basis for findings for establishing TIF District,including: <br /> a. Provide guidance on statutory findings and other statutory criteria for establishment <br /> of the TIF District <br /> b. Justification("but for")for the establishment and use of tax increments <br /> c. Review and analysis of information submitted by the Developer,including but not <br /> limited to the project pro forma and operating pro forma <br /> 7. Determine and confirm basic understanding by the applicable City and EDA staff and other <br /> consultants and representatives to the City and EDA for the key criteria for the process <br /> including: <br /> a. Proposed legal agreement with the developer <br /> b. Specific development objectives to address in the planning documents beyond the <br /> proposed project <br /> 8. Obtain any additional data not collected in Item No. 1, including: <br /> a. Building permits issued for parcels in the TIF District over the past 18 months <br /> b. Current comprehensive plan <br /> 9. Assist the attorney to the City and EDA with the negotiation and drafting of the <br /> development agreement for the Project. <br /> 10. Prepare planning documents including the Redevelopment Plan for the Redevelopment <br /> Project No. 1 and the TIF Plan for the TIF District. <br /> 11. Distribute draft planning documents with letter of explanation and other supporting <br /> information to county and school district. <br /> 12. Prepare and distribute resolutions authorizing the TIF District and approving the TIF Plan. <br /> 13. Prepare and distribute resolution approving interfund TIF loans,if so applicable. <br /> 14.
