City of Centerville <br />Planning and Zoning Commission <br />July 9, 2019 <br /> <br /> <br />Administrator Statz stated that Staff and City Planner Mr. Phil Carlson have met and discussed the <br />current code related to driveways and parking on residential lots. Based on those discussions, <br />several scenarios of what might interest residents and the Commission regarding modifications to <br />the Code were drafted. <br /> <br />Discussion also included outside storage of items such as (snowmobiles, fish houses, travel <br />trailers, etc.), width of driveways and corner lots having two (2) driveways. <br /> <br />The Commission reviewed the submitted figures and considerable discussed ensued. <br /> <br />Figures 1 and 2 depicted various locations on lots where parking would be allowed. Staff <br />Recommendations for locations where parking would be allowed were depicted in blue with other <br />locations being pink. <br /> <br />Figure 1 depicted areas where licensed vehicles could be parked. Staff recommendations were <br />generally acceptable to the commission with some further discussion recommended for on-street <br />parking (location #12) and provisions for making location #6 zoning specific. <br /> <br />Figure 2 depicted areas where recreational vehicles could be parked. General concensus was in <br />line with staff recommendations, with the following exceptions: no parking in the rear yard <br />setback or drainage/utility easement, limiting the size of a front yard turn-around with only vehicle <br />parking allowed, and parking in the rear and side yard will receive additional discussion (7 and 9). <br /> <br />Figure 3 depicted various locations for potential driveways. Staff’s recommendations were <br />acceptable which allowed corner lots to have more than one driveway (when driveway is to garage <br />or structure in rear yard), did not like driveway 2 or 3, did not want driveway in drainage/utility <br />easement (#6) and felt that 5 should be a parking pad up to the side of the garage remaining <br />outside of the drainage/utility easement. <br /> <br />Considerable discussion took place regarding the width of driveways. Consensus was that staff <br />should explore language to widen the maximum width and the right-of-way from 24 to 32 feet. <br />This would accommodate most request in town. Some members felt that there should be language <br />related to the width of the garage. Perhaps language could state that the width could be the <br />smaller of the width of the garage or 32 feet. <br /> <br />Additional discussion was had regarding researching neighboring communities’ requirements. <br /> <br />Staff will bring back additional information, and a plan to introduce this topic to the public at a <br />future meeting. <br /> <br />2. Consider Rescheduling of August 6, 2019 Meeting Due to Night to Unite <br /> <br />Administrator Statz stated that is has been customary to reschedule this meeting due to activities <br />that may be taking place that evening. <br /> <br />Page 2 of 3 <br /> <br />
