City of Centerville <br />Council Meeting Minutes <br />October 23,2019 <br />Administrator Statz stated that in the past,it has been customary for Council to cancel the second <br />meetings in November and December due to the closeness of the holidays to meeting dates and <br />possibility of lack of quorum. He also stated that as Council determined the necessity of <br />scheduling worksessions onthe second meetings of the month,these would also need to be <br />rescheduled if Council chose to cancel the meetings. <br />Attorney Glaser stated that a meeting could <br />Discussion ensued regarding revisiting the budgetprior to December when approval was <br />necessary. Mayor Paar stated that the work session may have to be held over following the <br />regularly scheduled Council meeting is needed to complete discussion items. Administrator Statz <br />stated that there are a lot of items for work sessions such as City Hall renovation, storm water fund, <br />vehicle capital improvements and Block 7. Mayor Paar felt that non-priority work session items <br />could be carried over to their planned goal setting retreat and if diligent the work could be <br />completed. <br />Motion by Council Member Montain, seconded by Council Member Koski to Cancel the <br />Regularly Scheduled Council meeting for November 17 and December 25 and Reschedule <br />the Regularly Scheduled Work Sessions of Those Same Dates to November 13 and December <br />11, 2019. All in favor. Motion carried. <br />2.Scheduling of 2020 Goal Setting Retreat for City Council <br />Administrator Statz stated thathe will be unavailable for November 2 as previously discussed and <br />was to hold the retreat off site as it was believed that the setting would be different allowing for <br />more focused discussion. Mayor Paar stated that the meetings are opening to the public and would <br />be posted. <br />Discussion ensued regarding the availability of Council Members, continuing work session items <br />holding the meeting on a weekend, ability to provide input rather than reviewing the presented <br />materials, and direction of Staff to poll Council Members as to their availability. <br />3.JV Summit Corp., dba Southern Rail 2 AM Liquor License <br />Administrator Statz stated thatJV Summit Corp., doing business as Southern Railisrequesting <br />for the first time to be allowed to remain open and serve alcohol until 2:00 a.m. He stated that it <br />Council Member Love stated that it was interesting thatpublic input was not required for this item. <br />Administrator Statz stated that it is a separate license for 2:00 a.m. closing.
