Motion carried. <br />IV. PUBLIC HEARINGS (6:30 PM or shortly thereafter) <br />1. Downtown Zoning Changes <br />a. Rezoning <br />b. Code Changes <br />Motion by Commissioner Mosher, seconded by Commissioner Haiden to Open the Public <br />Hearing at 6:45 p.m. All in favor. Motion carried <br />A staff report was given by Administrator Statz and City Planner Phil Carlson on the proposed <br />changes to the downtown zoning district boundaries and code language. Administrator Statz <br />explained that the M-1 district was being shrunk to reflect the realities of the retail market (M1 <br />requires retail on the first floor of all buildings). The former M-1 zoned properties would become <br />M-2, where retail space is an option, but not a requirement. <br />Code language changes focused on allowing accessory structures, under various conditions, to be <br />constructed in the M-1 and M-2 districts as well as aligning the Downtown Master plan more <br />closely with the code. <br />Page 1 of 5 <br /> <br />
