City Council 05-23-2006, 6:00 p.m. <br />Summary of Work Session-Joint meeting with P&Z <br /> <br />Present were Mayor Mary Capra, Council members Michelle Lakso, Richard Terway, <br />Jeff Paar and Tom Lee. P&Z members present were Brian Hanson, Jeff Hanzel, Jennifer <br />Klennert-Hunt, D. Love and Mark Pangel. Also present were John Meyer, Finance <br />Director, and Kurt Glaser, City attorney. <br /> <br /> <br />Vern Hanson and John Erigo of Metro Plains Development were present. They <br />reviewed feasibility of doing a project that would consist of 32 low-moderate income <br />rental units together with 6500 square feet of commercial space. They were questioned <br />on why they were not providing commercial on the entire first floor. The response was <br />that it isn’t viable to provide that much commercial space. Their financial plan <br />suggested that the land be contributed by the city, that permit fees be waived and that <br />tax increment be provided to assist the project. Brian Hanson questioned whether this <br />kind of project goes against the city’s master plan and what was presented to the public <br />at various meetings. The Council asked that John Meyer analyze the value of the <br />subsidies that are being requested in order that the council could discuss the matter at <br />its meeting of May 24, 2006. The Council also expressed concern that the commitment <br />from the developer would need to be firm on a phase 2 in Block 8, if the city were to <br />consider the matter. <br /> <br />Bart Rehbein, Greg Hayes, Caroline Krall, Alan Klugman and Joe Sutherland were <br />present to review transportation concerns relating to their development of Hardwood <br />Creek in Lino Lakes, northeast of Centerville. They reviewed a proposed alternative <br />road plan that would create a new route north from CSAH 14 and the interchange at <br />rd <br />35E and intersect with CSAH 54, north of 73 Avenue. The council expressed concern <br />that the plan would mitigate the city’s investment in a new backage road south of Main <br />st <br />Street between 21 Avenue and CSAH 54, and that the access into Centerville on <br />st <br />CSAH 14 is more complicated. The intersection with 14 seemed too close to 21 <br />Avenue. The Council and P&Z are willing to discuss alternative road designs, but <br />more details are needed. The developer’s representatives will attend the P&Z meeting <br />on June 6 to provide more information. <br /> <br />The meeting was adjourned at 9:20 p.m. <br /> <br />Dallas Larson <br />City Administrator <br />
