February 7, 2020 <br />Honorable Mayor and City Council <br />1880 Main Street <br />Centerville, MN 55038 <br />Dear Honorable Mayor and Council: <br />The developer for Bay View Villas has applied for a Revised Conditional Use Permit <br />(CUP). The purpose of the revision is to allow five (5) additional boat slips for the <br />upland nine (9) homes, which are allotted four (4) slips under the current CUP. <br /> <br />Home sales have been brisk, but the first four homes sold in the upland area all wanted a <br />boat slip. The developer feels that the remaining homes will be more marketable and <br />retain a higher value if they are also allotted a boat slip. <br /> <br />During the initial project discussions for the development and its CUP, the number of <br />overall boat slips was discussed. Attached, are excerpts from minutes of the October <br />2018 Planning and Zoning Commission Meeting and the existing Conditional Use <br />Permit, for context. <br /> <br />The Planning and Zoning Commission held a public hearing on February 4, 2020 on this <br />revision to the CUP. Concerns of the public were expressed regarding the aesthetics of <br />this many slips, potential environmental impacts of more boats on the lake. The <br />Commission recommended approval of the CUP Revision contingent upon the applicant <br />submitting at least two sketches of proposed dock layouts to be approved by the City <br />Council in conjunction with the CUP. <br /> <br />Staff, therefore, recommends that the City Council approve the Revised Conditional Use <br />Permit for Bay View Villas with the following specific changes to the language <br />(strikethrough = delete; underline = add): <br /> Article14.b. <br />b.
