April 17, 2020 <br />Honorable Mayor and City Council <br />1880 Main Street <br />Centerville, MN 55038 <br />Dear Honorable Mayor and City Council: <br />As the COVID-19 pandemic continues, staff would like to discuss the trigger points and <br />strategies for how to step back into normal operations. <br />Here are some thoughts from our Public Works Director <br />As we talked a little yesterday, people look to the government for some guidance and our <br />actions and responses are very much in the public eye and sets an example for the rest of <br />the public. From the practical doctors of the U of M and Mayo Clinic, it will be about <br />14-16 months before 80% + of our society will be either vaccinated or develop <br />antibodies for the Covid-19 virus. With this in mind, getting back to normal operations <br />will probably be in steps as some staff/committee members will become infected & <br />immune at different times requiring more or less stringent quarantine/separation <br />actions. Those with more serious underlying medical conditions will be more resistant to <br />reducing protective actions currently in place. The return to normal may involve some <br />steps forward and backwards. Once several staff members have been exposed and <br />recovered, interaction with the public will become much easier. The city should examine <br />what threshold full operations would resume; 25% positive tested, 50%, 75% of staff or <br />public? We do not want to infect the public in general. With all of that stated, here are <br />my thoughts to assist in this process: <br />1. Haveallstaff,committee,council,contractors,etc.testedpriortomanningCityHall& <br />PublicWorksbuildings. <br />2. InstallaplexiglassbarrieratthefrontcounterofCityHall. <br />3. Providesterilizingsprays&wipesatentrywaysandrestroomsandhavestaffclean <br />themaftereachuse. <br />4. Restrictaccesstoofficesandmeetingroomstolimitedpersonalonly. <br />5. RequirestafftowearPPE.Possiblyglovesandmasks. <br /> <br />
