NORTH METRO TV <br />TO: OPERATIONS COMMITTEE <br />FROM: HEIDI ARNSON <br />SUBJECT: CABLE COMMISSION JOINT POWERS AGREEMENT UPDATES <br />DATE: 4/16/2020 <br />The North Metro Telecommunications Commission approved recommended <br /> Agreement at their April 15, 2020 <br />meeting. <br /> <br />Recommended changes include: <br /> Removing references to two budgets (the Commission/NMTV has <br />had one budget for the last twelve years) <br /> Removing the requirement that a city joining the Commission must <br />be contiguous to a current member city <br /> Rephrasing quorum requirements that maintain the status quo, but <br />would not require additional changes should cities join the <br />Commission <br /> Removing reporting and oversight language no longer applicable <br />due to law/rule changes <br /> Including PEG fees as fees available for payments for bonds <br /> <br />These changes would give the Commission and Cities more control over who <br />could join the Commission, and over how franchise and PEG fees are spent. <br />Any changes to the Joint Powers Agreement will require approval of the Member <br />City Councils. <br /> <br />The Commission recommends that the Member Cities approve the updates to <br /> <br /> <br />
