Figure 2 shows the downtown master plan that was developed. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />The Downtown Master Plan was developed at the height of the economy just before the <br />economic downturn in 2007 and may require future revision to reflect existing market <br />conditions. <br />2030 Comprehensive Plan <br />With the development of the 2030 plan, the City Council established a public participation <br />process designed to include a wide variety of stakeholders including business owners, City <br />officials and concerned citizens. At a town meeting, issues were identified that related to the <br />future growth of the City: <br />Expand business and employment opportunities <br />Maintain low crime rate <br />Expand diversity of housing, including apartments, townhouses, senior housing and <br />rental housing <br />Maintain small town atmosphere/community identity <br /> Page 8 <br /> <br />
