City of Centerville
Council Meeting Minutes
March 11, 2020
wants because you are not willing to step up and deal with it. Your personal stuff that your
t Centerville. Why
Centerville needs while you still have the ability to do so? Mayor Paar stated that he did not
think it would be fair if he voted on this being he was not sure if he would still be a resident
in Centerville. Mayor Paar stated that we need businesses and we need roof top to get those
businesses. He stated the they did rezone the properties on Main Street to a zero lot line for
in case someone wanted to sell their and a business came in. He stated that they are trying to
make things easier for business to come to Centerville.

rd
Ms. Pam Kennedy, 1983 73 Street, stated that this has been mentioned several times and
the apartments would be a great place for the seniors to move to. She stated that she knows
no senior citizen that could afford $1600 for rent. She stated you said the project would bring
in right away $800,000 for fees and revenue and stuff. Part of that was $50,000 in building
permits of that $50,000 how much money is it going take for the inspector to do his job? You
are giving us this $800,000 in revenue but you are not saying what are the expenses involved.
She would like council to talk about that to be more specific on what the expenses would be.
Administrator Statz addressed the building permit first. He stated that we have on staff two
building inspectors and a lot of other cities our size would have that contracted out. You
would be right, the $50,000 would be basically be a pass through cost to the building
inspector. This is straight inspection not any other duties. Ms. Kennedy asked would
someone else need to be hired to do their other duties while they are inspecting this building,
Administrator Statz stated that is the tough part about this discussion. At what point do we
hiring more staff and does this project trigger the City to hire more pe
ach. He stated someone mentioned do we have
the capacity in our water/sewer systems. He stated that our water and sewer systems are build
out. There is only going to be 1 water tower in town. We have 2 wells and 4 lift stations. We
are essentially paying ourselves back for these infrastructure that were put in a long time ago.
These connection charges to sewer and water go
expense to them. We are in a good position in that regard. Ms. Kennedy ask how long will
this apartment take to build. Mr. Statz stated it would be roughly one construction season.

Ms. Julie Lindsay, 1687 Sorel Street, which is across the street from her home. She stated
that she does not want to sit on her front deck and look at a 3 story apartment building plus
the traffic. She stated that she thinks the trail is going to be pretty much worthless because
of the added traffic and construction. She asked what you are doing best for the people of
Centerville. Is this what Centerville needs? She stated you received emails from residents,
how many of those said yes I just love the idea of a 3 story apartment building. She bets is
zero. Mayor Paar stated yes, 100% and continued to discuss this. Ms. Lindsay stated why not
townhomes in that area instead of an apartment building.

Ms. Melanie Nicks, 7029 Centerville Road, stated that she moved into the downtown area
onsidered the downtown and srstand why it
called the downtown. She stated if there was a 1 story apartment building or a few town
ruin the whole area for some people. She state she would rather have a big open field but
knows that is not going to happen. If this was a few townhome or a small apartment building
its more of a small town feel. She stated that you have voting on thing with less people and
Page 10 of 18
