City of Centerville <br />Council Meeting Minutes <br />March 11, 2020 <br />available. If this was all builtif the City will get to the 5,000 <br />population mark. He is concerned that putting up an apartment building would not increase <br />the population to that 5,000 mark. He thinks that is developer can make this work if they <br />really wanted to with the interest rates where they are at. <br /> <br />to Mayor Paar. He stated that he is opposed to the residential TIF and City owned property. <br />He was happy to hear from the residents. He hopes that more people come to council <br />meetings. He stated that the council is not trying to rush things through. This has been <br />things to the agenda for instance, checks is <br />no longer done. He stated things do take a while to get going. The project itself, he thanked <br />Mr. Statz for the presentation. The reason why he is against the TIF for residential property <br />is that residents are going to be paying for it. He understands the benefit to the City. <br />He stated he echoes Council Member Koski, that they should pay for it. The viability of the <br />project should be based on if they can get free funding. He stated that some apartments are <br />ng. They had studies don <br />millennials think. Things that he as seen over the years, is that some rental properties, people <br />ecome run down. He stated he does not want <br />this project to go through as presented (with TIF). He stated the 5,000 population is one of <br />the strides that council wnow if that will happen. It scares <br />him at if one census we have 5,005 and the next census we are at 4995, the city would lose <br />$250,000 that would need to be cut out of their budget. He feel in the right spot TIF for <br />commercial business and shorter terms would be good if used wisely. He stated that he could <br />never vote for a residential TIF. <br /> <br />Mayor Paar thanked the residents for coming to the meeting and reviewed what was said by <br />the residents and council. <br /> <br />Motion by Council Member Montain, seconded by Council Member Love to table the <br />vote on Purchase Agreement with Trident Development for Block 7 Properties. All in <br />favor. Motion carried. <br />nd <br />2. Old Mill Estates 2 <br />Administrator Statz stated the developer of Old Mill Estates has requested approval for Old <br />nd <br />Mill Estates, 2 addition, consisting of 18 single family lots in the R-2A district. The <br />nd <br />proposed final plat for the 2 Addition is largely in keeping with the approved Preliminary <br />Plat, therefore, no public hearing is required. Planning Commission reviewed the Final Plat <br />and recommends approval. <br />Administrator Statz stated that we would need a motion to approve the Final Plat for Old <br />nd <br />Mill Estates, 2 Addition, contingent upon approval <br />agreement. <br /> <br />Council Member Montain questioned Administrator Statz about lot 18 is to be taxed as the <br />same as a home. Administrator Statz stated the property will be taxed the same rate as the <br />Page 15 of 18 <br /> <br />
