Administrator/Engineer’s 2020 ,May 13 Report

ADMINISTRATION

COVID-19 Response
Anoka County Survey on Distribution of Federal Funds
https://www.anokacounty.us/FormCenter/Community-Development-28/Survey-for-
Investment-of-CARES-Act-Funds-264

Emergency Declaration
The City Council declared an emergency at a special meeting on March 18, 2020. The
declaration allows flexibility in fiscal and personnel policy matters when needed to
address needs related to the pandemic. It also affirms our ability to recover costs through
state and federal programs.

City Hall
Access to City Hall has been closed to the public since March 19. All permit applications
can be made on line. City staff has been updating the readerboard and website remotely.
The City Administrator, Clerk and Finance Director are working from home. During their “off”
weeks, staff members are responding to phone calls, receiving and responding to emails
via their phone and are expected to be within a 45-minute call-back range in case of an
emergency.

Parks
Playgrounds remain closed. This decision is based on the Governor’s Executive Orders.

The Governor’s Executive Order #20-48:
“Outdoor Recreational Activity. Individuals must not engage in outdoor
recreational activities where they will come into close proximity with others
from different households.”

The Governor’s Executive Order #20-48 also discusses following the DNR’s Outdoor
Recreation Guidelines, which in-turn reference CDC guidelines. The CDC, under its
Guidance for Administrators in Parks and Recreational Facilities, states:
