CITY OF CENTERVILLE REQUEST FOR COUNCIL ACTION Agenda Item # Department: Requested Council Meeting Date: June 10, 2020 Administration IX.2 TITLE OF ISSUE: Sewer Charge Rebates BACKGROUND AND SUPPLEMENTAL INFORMATION: By order of the governor, bars, restaurants and other non-essential businesses were closed for a period of two months. The city charges sewer, water and stormwater fees to businesses on both a lump sum and per gallon basis. The water base rate helps pay for fire protection, which remained in place during the shut down. Storm water charges are for infrastructure to convey runoff; again, something which still took place during the shut down. Sewer service, however, as not utilized by these businesses, as there were no customers or employees in the buildings. Therefore, it may be argued that these fees should be waived. Staff is asking if the City Council would like to explore rebates of the flat rate sewer charge for the two months in which these businesses were unable to operate, in an effort to assist businesses affected by the restrictions placed on them by the government's response to the pandemic.
