City of Centerville <br />Council Meeting Minutes <br />April 22, 2020 <br /> <br />Administrator Statz stated that the playgrounds at local parks continue to be closed until the <br />Governor’s office opens areas to congregation. He stated that Staff and Emergency policies still <br />consider it to potentially be a health risk. He did state that if Council decided to open them staff <br />would do so. Consensus of Council was for them to remain closed until further notice from the <br />Governor. <br /> <br />City Administrator Statz reported that the EDA was planning on scheduling a special meeting the <br />following week to allow for discussions regarding ideas for assisting local businesses. He stated <br />that the Committee has discussed forfeiting amounts from their budget to assist them in unique <br />ways such as social media campaigns, advertising/marketing, etc. He reported that the EDA felt <br />that rebranding and other areas of their planned focus could be modified with their funding being <br />spent elsewhere more prudently. <br /> <br />He also reported that the City recently purchased a new copier for City Hall and that the new <br />contract would save money over the existing contract. <br /> <br />He stated that Finance Director DeJong is working on a cash flow analysis with the COVID-19 <br />and Anoka County’s potential for delaying property tax payments. He stated that this is one reason <br />why the law requires 40-50% of the City budget to be held in reserve. <br /> <br />He reported that the developer was finishing infrastructure in Phase I of Old Mill Estates. They <br />have delayed the Phase II portion of the development due to the economy. <br /> <br />He also reported that he has been in contact with Trident the proposed developer for Block 7 to <br />inform them of Council’s consensus that TIF may no longer be a tool supported for a residential <br />development at this time. <br /> <br />He stated that Staff is attempting to provide residents with the utmost current information through <br />the City’s digital platforms (reader board, website, Facebook and Twitter). <br /> <br />He reported that the Public Works Department received their recent purchase of vehicles which <br />arrived in the incorrect color. He stated that the vehicles were returned. Administrator Statz stated <br />that there was a potential for receiving next year models for the same or lower prices. <br /> <br />He also reported that the City was hoping that streets would be swept the first week of May. <br /> <br />He stated that the City was successful in obtaining a grant from the RCWD for the downtown <br />stormwater reuse project. He reported that the City also received a grant from the Met Council for <br />the same project. He reported that the City will incur only $33,000 in expenses associated with <br />the $164,000 project. <br /> <br />He also reported that the Downtown Road Project will be delayed due to CenterPoint Energy’s <br />corporate policy of not entering homes during the current COVID-19. He explained that the gas <br />mains were to be replaced along with the project but if gas services were switched from the old <br />main to the new mains homes would need to have their pilot lights relighted. CenterPoint Energy <br />will not enter homes unless it is an emergency situation and now is not that time. He stated that <br />the contractor was refraining from continuing with working on the asphalt due to the delay. <br />Page 8 of 11 <br /> <br /> <br />
