Memorandum

Date: June 24, 2020

To: Honorable Mayor and City Council Members

Through: Mark R. Statz, City Administrator/City Engineer

From: Bruce DeJong, Finance Director

Item: 2021 General Fund Budget and Property Tax Levy Discussion

City staff are eager to discuss the General Fund budget for 2021 with the City Council in
July. In anticipation of that discussion, we are accumulating a number of known changes
to the budget. These changes take the form of signed contracts or outside agency changes
over which the city has little or no control. The items of which we are aware are shown
below with their impact on the budget.

As you can see in the table, there are a number of items that we do not have a handle on

In the coming month or so, we will go through the individual department budgets in
detail. We intend to incorporate prior year spending and make some additional estimates
of what needs to be budgeted for each line item. There will certainly be additional
changes as we proceed with the budget through the preliminary adoption in September.
The purpose of this discussion is to identify areas where the Council may wish to add or
subtract from the budget to fund or defund certain programs and services.
