City of Centerville <br />Council Meeting Minutes <br />May 13, 2020 <br /> <br />department’s apparatus bay and would correct the timer situation between Council Chambers and <br />City Hall at the same time. <br /> <br />Motion by Council Member Wilharber, seconded by Council Member Koski to approve the <br />scope and fee proposals from Leo A Daly and Stantec, respectively, for the design, bidding <br />and construction administration of the city hall renovation project. A Roll Call Vote was <br />Taken: Mayor Love and Council Members Lakso, Koski, Montain & Wilharber voted in <br />favor. Motion carried. <br /> <br />st <br />4. Old Mill Estates 1 Addition – Developer’s Agreement Revisions <br /> <br />Administrator Statz stated that the sidewalk and trail are behind in schedule and were slated to be <br />completed last fall. He stated that the developer is requesting an extension to this fall. He stated <br />that staff is in favor of this request. <br /> <br />Council Member Wilharber had concerns regarding drainage along the rear of property owner’s <br />yards on Revoir Street that backup to the development and asked if correction had been made. <br />City Administrator Statz stated with this extension to the time lines for the development, the <br />developer has committed to keeping the area pumped down. The city has a program for all <br />residents in Centerville who wish to improve their backyard drainage issues with the City <br />participating at 25% and the remaining amount could be assessed to the property but all residents <br />on the project would need to participate. Administrator Statz stated that surface water does drain <br />on to those properties. He stated that it is felt that with phase II of the development some relief <br />should be experienced by these property owners. <br /> <br />Council Member Montain stated that currently it has been very dry and asked who was monitoring <br />the area. Administrator Statz stated that the Developer has committed to completing this work and <br />that there were two (2) other drains in the area that would handle flowage. Administrator Statz <br />stated that abutting property owners may say they are experiencing saturation issues which they <br />have all along like numerous other developments in town. <br /> <br />Mayor Love stated that he has had an opportunity to meeting with at least one property owners <br />who believe that they are impacted by the drainage, he has received history from that same owner <br />and is happy to see the Developer’s letter stating their commitment to the issue. Mayor Love stated <br />that he felt that phase II’s proposed drain tile will assist in the drainage issues. <br /> <br />Motion by Council Member Wilharber, seconded by Council Member Koski to Approve the <br />st <br />Developer’s Request to Amend the Old Mill Estates 1 Addition Developer’s Agreement As <br />Requested in their Letter Dated May 5, 2020. A Roll Call Vote was Taken: Mayor Love and <br />Council Members Lakso, Koski, Montain & Wilharber voted in favor.
