<br />City Council 07-12-2006,9:00 p.m. <br />Summary of Work Session <br /> <br />Present were Mayor Mary Capra, Council members Michelle Lakso, Richard Terway, <br />JeffPaar and Tom Lee. Also present were Mark Statz, engineer, and Kurt Glaser, City <br />attorney and John Meyer, Finance Director. <br /> <br />John Meyer reviewed a budget worksheet which responded to questions of Mayor Capra <br />regarding future expenditures and obligations. The budget will be reviewed in more <br />detail at a work session on August 2, 2006. <br /> <br />Dallas Larson reviewed a memo from Paul Palzer, Public Works Director which <br />proposed purchasing a new dump truck to replace the 1985 Ford. The replacement is <br />recommended this year in order to buy a 2006 mode at a cost of about $120,000. The <br />2007 model year has many changes in pollution control that will drive the price up about <br />$20,000. The purchase will be placed on the next agenda for consideration. <br /> <br />Other budget issues that were discussed included a proposal of T -Mobil to modify the <br />lease agreement for antennas on the water tower and the issue of public works facilities. <br />The T -Mobil proposal was for a 9% rent reduction with a guaranteed income stream of <br />six years. The inflation increase during the term would be removed with a 15% increase <br />after 60 months. The council was not interested in the proposed lease amendment. <br /> <br />Alternative public works sites were discussed. The Council is open to moving to a <br />different location and allowing the current public works site to be converted to <br />commercial use. <br /> <br />Dallas Larson reviewed emergency planning issues. Police Chief Makela is working on <br />updating the emergency plan. Most city staff will need to complete FEMA emergency <br />response training by the end of September, 2006. This training includes National <br />Incident Management System Courses IS700, IC100 and IC200. The Council was <br />encouraged to complete the IS700 course on-line through the FEMA web site. <br /> <br />Ordinance enforcement issues were discussed. Many people have been ignoring the <br />sprinkling restrictions. The Council wishes to enforce the 10:00 a.m. to 6:00 p.m. <br />restrictions by. issuing citations, if necessary. <br /> <br />The Council discussed the Rehbein dirt operation in the industrial area. The dirt <br />operation doesn't appear to be a legal use in that zoning district. The Council would like <br />the operation gone as soon as possible in order that the land can be used as it is zoned. <br />Dallas Larson will talk to Mr. Rehbein to see if he will commit to stopping the use by a <br />specific date. <br /> <br />The Council discussed the issue of illegal signage in street right of ways. The council <br />would like to see staff remove the signage that is offensive, such as the rental and real <br />estate open house signs that overwhelm the intersection near Comer Express.
