City of Centerville <br />Council Meeting Minutes <br />June 14, 2006 <br />Mayor Capra indicated that people have used the argument that there is no sidewalk or <br />designated area to walk to get busing for their kids rather than having them walk. <br /> <br />City Administrator Larson asked for authorization to apply for some, all, or none. <br /> <br />Council Member Lee indicated he would like to stick with the first phase as it is too <br />expensive to do it all at once. <br /> <br />Council Member Paar indicated that the under crossing is the most important to him and <br />would service the most people especially since CSAH14 is being reconstructed. <br /> <br />Council Member Lee said he likes the idea but does not think the City can afford it or the <br />underpass but the underpass is necessary. He then said that he would like to apply for the <br />underpass but let them know that the intent is to do the northerly one as Phase II. <br /> <br />Mayor Capra indicated she would like to see it as high and wide as possible for safety, if <br />it is possible to do. She then said that it may be possible to move it uphill because the <br />house on the corner may be removed as part of the road reconstruction project. <br /> <br />Council Member Terway thanked Staff for the suggestion and forward thinking but said <br />he feels the underpass is most important at this time and with the other projects going at <br />this time there is too much going on. <br /> <br />City Engineer Statz indicated that there has not been a formal feasibility report on this <br />and it may not be able to be done. <br /> <br />Motion by Council Member Terway, seconded by Council Member Paar, to <br />authorize the grant application for Safe Routes to School and list the projects as <br />primary and secondary projects with the understanding that the City desires to <br />complete the primary project first and the secondary project last; however, the <br />primary project is not contingent upon t he secondary project. All in favor. Motion <br />carried unanimously. <br /> <br />Council Member Lakso was not present for the vote. <br /> <br />VIII. OLD BUSINESS <br /> <br />1. Consider Adoption of Resolution Making Contingent Award of a Contract for <br />st <br />Construction of 21 Avenue/Backage Road Project (Resolution #06-033) <br /> <br />Motion by Council Member Lee, seconded by Council Member Terway, to approve <br />st <br />Resolution #06-033, Awarding a Contract for Construction of 21 Avenue/Backage <br />Road Project.
