1.0 INTRODUCTION <br />Wellhead protection isa means of safeguarding public water supply wells by preventing contaminants <br />from entering the area that contributes water to the well or wellfield over a period of time. This <br />program is now required in Minnesota since the Minnesota Department of Health (MDH) <br />implemented its Wellhead Protection Rules in November 1997. The MDH initiated its Wellhead <br />Protection Program in response to the 1986 Amendments to the Safe Drinking Water Act and MDH’s <br />statutory authority is granted in the Minnesota Groundwater Protection Act of 1989. The City of <br />Centerville originally completed its Wellhead Protection Plan in 2007. <br />The City is required to complete an amendment of the Plan to cover the next ten years.Centerville <br />completedits Part 1Wellhead Protection Plan amendment in December 2018 (which was approved by <br />the MDHin January 2019). The Part 1 Plandelineated the capture zones for the City’s wells and <br />determined the vulnerability of the aquifers that supply these wells.This report is the amended Part 2 <br />Wellhead Protection Plan that inventories potential sources of contamination, identifies problems and <br />opportunities for managing these contamination sources, and develops a management plan to mitigate <br />risks of groundwater contamination. <br />The City of Centervillecurrently operates one primaryproduction wellfor municipal water supply <br />purposes, with a second well available as an emergency backup.Bothwells are within City limits. <br />The primary well iscompleted in the Prairie duChien Aquifer, while the emergency backup well is <br />completed in the deeper Jordan Aquifer. A detailed description of the geologic and hydrogeologic <br />setting of Centerville’swater supply system is presented in City of CentervilleWellhead Protection <br />Plan Part 1 (Amendment). See Appendix H.
