City of Centerville EDA Minutes September 16, 2020 Executive Director Statz explained that a postcard had been sent to all commercial properties and to apply for grants under the CARES Act program to September 18, 2020. He stated that the County is widely undersubscribed, and had received fewer applications than available funds. Requirements are that businesses had to have 50 full time employees or under, reside in Anoka County and show expenses that are related to COVID-19. He also stated that non-profits are eligible too. V. OLD BUSINESS 1. Release of Funds for 7087 Centerville Road. ilding has applied for a grant to do decorative concrete on the patio area. The owner had stated that he planned to install decorative, stamped and colored concrete, but the final project had simple colored concrete and no stamp. Executive Director Statz stated that several concessions had been made to the normal requirements in order to get stamped and colored concrete, such as a quote from the contractor. He stated that the new concrete looked nice, that is was an improvement to the neighborhood and that it was grant eligible, but he was hesitant to release all of the funds because it was not what the Commission agreed to, and that there were several permits that were not complete. Mr. Statz recommended that the Commission make a decision based on the concrete, and to hold all funds until the permits were complete. Discussion took place on whether or not to release the funds, and if so, how and when to release them. Commissioner Weatherhead felt that there was an issue with the height of one of the corners on the driveway, and that it could possibly be tripped over when walking at night. There was also some discussion on preconstruction meetings in order to help prevent this from happening in the future. President Hanzal noted out that the bill that was submitted did not break down what parts of the project were covered under the grant. There was a consensus that while the concrete looked nice, the city was promised something else, and the changes that were made were not discussed with the Executive Director Statz. It was decided to table the discussion until the October 21, 2020 meeting in order to get a breakdown of the costs and to satisfy the permit requirements. Motion by Commissioner Love, seconded by President Hanzal to table discussion on the Release of funds for the grant at 7087 Centerville Road until the October 21, 2020 meeting. 2. 2021 Preliminary Budget Executive Director Statz stated that the preliminary budget had been presented to the City Council, that Council was amenable to the budget, and had a favorable opinion of it. The official preliminary Council budget will be adopted at September 23, 2020 meeting. Mr. Statz said that he would like the EDA to officially adopt their budget request. Page 3 of 5
