Memorandum <br /> <br /> <br />Date: October 23, 2020 <br /> <br />To: Honorable Mayor and City Council <br /> <br />ity Administrator/Engineer <br /> <br />Item: COVID Mitigation Strategy and City Hall Re-Opening Schedule <br /> <br /> <br />The purpose of this memo is to review, with the City Council, th <br />COVID-19 mitigation as we near the completion of our City Hall Renovation Project. <br />Attached you will find a schedule from the contractor showing completion of Phase II <br />(council chambers) by mid-January. Many neighboring cities have re-opened their city <br />halls, at least in limited capacities. With the improvements we are making to out office <br />area, staff will be better equipped to remain safe in the workplace, given the enhanced <br />physical separation of each work space and between the office area and the public. <br /> <br />These factors are weighed against a few things. Firstly, the existi <br />rly, we have shown that we <br />are able to work from home. The question may be whether or not this is sustainable, <br />long-term. Secondly, in recent weeks, the case numbers and deaths related to COVID-19 <br />have risen significantly. <br />Our decisions on what activities we should conduct remotely and what can be done in- <br />person will need to weigh employee and public safety against the implications of the <br />effectiveness of remote, administration, meetings, and service to the public. <br />Staff is recommending a target da <br />and begin in-person Council and Committee meetings. City Hall staff will be allowed to <br />work from home as often as they see fit to protect their safety. However, management <br />will work with staff to ensure that at least one person is in city hall at all times, to assist <br />the public. When more than one person is working in city hall, all employees should <br />wear masks, unless they are in their office, with the door closed. <br /> <br />At some point, we are hoping that the world will be a different place and we can say that <br />oner taking place. At that time, we will <br />ask that all staff return to working primarily from their city hall workspace. <br /> <br />
