Memorandum <br /> <br /> <br />Date: December 9, 2020 <br /> <br />To: Honorable Mayor and City Council Members <br /> <br />Through: Mark R. Statz, City Administrator/City Engineer <br /> <br />From: Bruce DeJong, Finance Director <br /> <br />Item: 2021 General Fund Budget and Property Tax Levy Discussion <br /> <br />cal year, the City Council shall review the <br />pay plan and make changes it determines ar City Council shall <br />adopt hourly rates of pay for all positions not <br /> <br />City finance staff have modified the attached pay matrix to reflect a 3% Cost of Living <br />Adjustment (COLA) which is in conformance with the 2021 budget. In addition to those <br />positions covered by the matrix, the following pay adjustments are recommended for <br />approval: <br /> <br />Job 2020 2021 <br /> <br />Seasonal Rink Attendant $10.25 $10.55 <br />Seasonal Public Works Staff $13.00 $13.40 <br />Seasonal Public Works (1 yr <br />exp.) $14.00 $14.40 <br />Seasonal Public Works (2 yr <br />exp.) $15.00 $15.40 <br />P&R Secretary $13.00 $13.40 <br /> <br />Part Time Custodian $13.00 $13.40 <br />Members of labor unions are covered under a separate agreement for salary adjustment <br />and are not affected by the adoption of these pay rates. The labor union contract increase <br />for 2021 will be set after negotiations are complete. <br /> <br />Pay adjustments, if approved, will be made effective on the first of the year. <br />It is understood that exempt employees, covered by the pay matrix, earn a salary of the <br />hourly rate listed in the matrix, multiplied by 2080, regardless of the hours worked. The <br /> negotiated based on the conditions and timing laid out in <br />his contract and will not receive a COLA at this time. <br /> <br />
