The City <br />Administrator and Planning and Zoning <br />Commission are responsible for the <br />administration of the Development Guidelines. <br />Projects in the Downtown Area must comply <br />with the Development Guidelines, as well as <br />the provisions of the City Code and <br />compliance will be determined during the site <br />plan review process. <br />Well Detailed Buildings <br />A. IV Application <br />The format and content of these guidelines <br />are specifically tailored for use as a <br />reference workbook. They are organized into <br />two separate documents that are intended to <br />be used by two different audiences, the <br />Systems Guidelines and the Standards for <br />Private Development. <br />The first document, Systems Guidelines <br />provides design guidance for all elements of <br />the public infrastructure. It outlines issues and <br />provides design standards that apply to the <br />entire Downtown Area. It is intended as an <br />attachment to the Master Plan Document itself. <br />The Systems Guidelines describe the seven <br />distinct items of the overall infrastructure <br />framework: <br />Context <br />Open Space <br />The Second document, Standards for Private <br />Development is intended to provide guidance <br />to the private developers as they take <br />responsibility for individual components within <br />the Master Plan. It will help assure that the <br />private development that takes place in the <br />Downtown Area will fulfill the City's goals and <br />objectives for the area. <br />The Standards for Private Development deal <br />with the two individual districts within the <br />Master Plan and the individual buildings <br />within those districts. <br />p <br />Improved Public Infrastructure <br />January 4, 2006 Page 7 of 30 <br />
