City of Centerville Council Meeting Minutes September 9, 2020 the back allowing Council or Staff an opportunity to get out of the building not via Council Chambers, and to replace some existing windows with operable windows for ventilation in all offices. He stated that staff has asked the contractor to provide a bid for the office remodel. Administrator Statz stated that Crawford Merz felt that the work could be completed by November 15. Administrator Statz stated there are no additional charges for architectural drawings (design/build model) it would just be taken to final design, etc. as the design was previously completed. He stated that it would be relatively easy construction, rearrange of HVAC not being too difficult, 2 x 4 construction, false ceilings, etc. He also stated that the new plan would remove some idiosyncrasies with the current plan leaving the A/V room in place and then in the future, move it and the in floor heating as it cannot be installed where there would be a wall. He stated that he felt that it makes sense to do this with CARES Act funds, a good time to do this and other cities are completing similar projects with their funds also. He stated if Council desired, staff would have more details for the next meeting, including a cost estimate. He also stated that this work would push back the other work in Council Chambers but this should be done to be included in CARES Act Funding if desired. He stated that there are also implications for Elections as a judge and voting booths are required from September 18 until the day prior to the General Elections. He stated that staff does have the ability to work out of Council Chambers during this construction time and keep the lobby open. He felt that the timing works out well. Council Member Montain with CARES Act Funding now is a good time but he desired to ensure that staff is responsive in greeting those that appear in City Hall. City Administrator Statz stated that staff would make sure our technology is such that a docking station is available for a staff member to be up front but felt that it would work. Mayor Love stated that he liked the open area rather than a shared work space. Council Member Wilharber felt that if the money is appropriately expended it was a good idea. Council Member Lakso thanked staff for the exit door concept. Lakso stated that she is excited to be open again and this would start the City back to assisting citizens and funding also. She stated that this is a contingency and providing Administrator Statz with additional space for meetings was important and glad that the proposal incorporated that. Council Member Koski asked about visibility between walls (windows). Administrator Statz stated that traditional walls and doors would be installed but having windows so that staff could see into the front office is appropriate. He stated that the City provides services and being in an office does not allow ignorance of citizens entering City Hall. Council Member Koski stated that he would make offices larger if funding allowed. Mayor Love stated that as long as the City is using funds as we are allowed and completing items similar to what others are doing he is comfortable with the funding being utilized in this way. He did not want to add more than what funding allows however. He also stated that too much could open for questions and he did not want to do that. City Administrator Statz stated that the intent is to be reasonable and modest compared to what other communities are completing. Mayor Love stated that having windows that open for ventilation is a good idea and the rear door may not be connected with COVID. Administrator Statz concurred. Council Member Lakso looking at the lobby and upgrade the drinking fountain to a water bottle and would like to include.
