MEMO: <br />To: Economic Development Authority <br />From: Katie Schlundt <br />The idea to install banners on city light poles has been discussed for several years. In 2017 city staff performed extensive <br />research on the subject and collected bids from two contractors, one being Main Street Design, Champlin, MN. There <br />were several challenges that arose and should be considered or discussed before moving forward: <br />1. The light poles are very thin and cannot handle a lot of weight, therefore using a special spring -loaded bracket is <br />recommended for wind -stress reduction. The bracket costs $105.00 per set. <br />2. The city does not own the proper equipment to hang the banners, such as a bucket truck. <br />Other issues to consider are: <br />1. The overall budget and number of flags. <br />2. Flag designs <br />3. Change out schedule <br />4. Timing of purchase <br />a. Purchase some now and some at a future date, or purchase all at once? <br />5. The logistics in changing out the flags. <br />Commissioner Weatherhead has also completed extensive research on where and how to place the flags, with respect <br />to the State of Minnesota and Anoka County. He has determined that: <br />1. No permits are necessary. <br />2. Minnesota Department of Transportation does not have setback requirements. <br />3. Banner sizes of 12"x36" and 18"x36" provide for street side placement and no overhang onto CSAH 14 (past the <br />face of the curb), with a bottom banner height well above any intersection sight line concerns at Centerville <br />Road and Main Street. (intersection design height of eye is 3.5' — bottom of banners would be above 8') <br />4. 12" wide banners will be needed on seven of the city's 44 light poles due to their proximity to the street and/or <br />bike path. <br />a. Right hand turn lane onto Dupre Road <br />b. Right hand turn lane from east bound County Rd 14 to south bound Centerville Road <br />5. All other poles provide 4.5' feet of clearance from the face of the pole to the face of the curb. <br />6. Anoka County did not feel that the roadway slope/truck box clearance was a concern. <br />Recommendation: <br />Purchase the following banners from Main Street Design, Champlin, MN <br />18"x36" Custom Digital Design on Main Street Fabric (Includes Any Design Combination) at $77.00 each. <br />12"x36" Custom Digital Design on Main Street Fabric (Includes Any Design Combination) at $XXX each. <br />Wind Spilling Springload Bracket System with Adjustable Banding at $105.00 per set. <br />All banners have a 3-year warranty, and can last up to 10 years if cared for properly. Before banners are printed, up to <br />10 changes are allowed for no charge. Once the order is placed, the banners will be delivered in two weeks. <br />
