March 30, 2021 <br />Planning and Zoning Commission <br />1880 Main Street <br />Centerville, MN 55038 <br />Dear Chair and Commissioners: <br />The following are comments of the City Engineer, regarding the proposed Kwik Trip <br />convenience store, submitted as part of the Rehbein Commercial preliminary plat <br />application. <br />Sewer and Water <br />1. Sewer service is proposed from Street A, leading to an existing sanitary sewer <br />st <br />stub from 21 Avenue. This stub was intended for this use. The sewer main in <br />st <br />21 Avenue is owned by the city of Lino Lakes. However, there is an agreement <br />in place, between the city of Lino Lakes and Centerville, laying out the <br />parameters for Centerville development to use this sewer. <br />2. Water main, hydrants, valves and other appurtenances on the site will be under <br />private ownership. However, the city may wish to have access to the valve on the <br />4-inch line so that it can shut off water to the building, without deactivating the <br />hydrant. <br />3. Metering requirements shall be reviewed <br />4. may have comments on hydrant placement <br />and other design issues. <br />5. Sewer Access Charges (SAC) are due at the time of building permit issuance and <br />shall be collected in two parts, based on the number of Residential Equivalency <br />Units (REUs) as calculated by the Met Council. A SAC charge owed to the Met <br />Council will be collected by the city, as a pass-through cost. Then, a City SAC <br />charge is collected to account for the city <br />determined which city will collect the <br />6. Water Access Charges (WAC) are due at the time of building permit issuance. <br /> <br />
