April 6, 2021 <br />Centerville Planning & Zoning Commission <br />Page 3 of 7 <br />RE: Kwik Trip – Conditional Use Permit, Site Plan Review <br />REQUESTS <br />Conditional Use Permit <br />A car wash is Conditional Use in the B-2 district, assuming that amendment is approved (being <br />considered concurrently).The typical issues with a car wash are adequate stacking distance, <br />noise from the dryer and screening from streets and residential areas.In this case, the car wash is <br />located on the north side of the Kwik Trip building, away from Main Street and behind the pond <br />along Street A, so it is not close or visible from either street. The area around the pond is <br />landscaped, adding to the screening.The car wash is over 400 feet from both the existing Willow <br />Glen townhomes and the proposed NorBellaassisted living. <br />Site Plan Review <br />Access on West Side <br />Kwik Trip will have a right-in/right-out from Main Street that connects to a north-south drive aisle on <br />the west side of the siteaccessing the cul-de-sac on Street A. We can expect that traffic will use <br />the Kwik Trip site as a shortcut between Main Street and Street A, regardless of whether they <br />patronize Kwik Trip. The west side drive aisle will function more or less like a public street. Kwik Trip <br />says they are fine with this, since it may bring more customers. The site is designed to handle this <br />adequately and it should not pose a traffic or safety problem. The City would expectthis drive to <br />stay open and free of obstructions. This is illustrated on the site plan graphic on the next page. <br />Parking <br />City parking standards require 7 parking spaces per 1,000 sq ft for convenience stores and 5 <br />stacking spaces for a car wash. The Kwik Trip store is 9,000 sq ft, but at least 15% of that space is <br />storage and restrooms, resulting in about 7,700 sq ft for parking purposes, requiring 54 parking <br />spaces. Parking will be adequate as summarized below: <br />Parking Required: 7,700 sq ft x 7/1,000 sq ft = <br />55 spaces total <br />Parking Provided: 38 spaces in parking lot <br />20 spaces in gas canopy stalls <br />3 spacesin diesel canopy stalls <br /> 61 spaces total <br />Car Wash: 5 stacking required <br />8 stacking provided <br /> <br />
