Stormwater <br />1. A permit through the Rice Creek Watershed District will be required. City <br />standards for stormwater are in alignm <br />comments, if necessary, at that time. <br />2. A skimming weir or other device in a manhole immediately upstream of the pond <br />should be added to allow an opportunity to capture volatile organic compounds <br />t of a small gas/diesel spill. <br />3. The furthest downstream manhole with access from the parking lot should include <br />a sump as a sediment trap. <br />4. A stormwater area charge applies at the time of Final Plat. It is based on the <br />square feet of impervious surface ($0.07/sf impervious). The estimate, based on <br />the current layout of the site is: $7,668.85. <br />Streets/Walks <br />1. Anoka County has issued an Access Letter, detailing the requirements for access <br />to CSAH 14 (Main Street). A westbound right turn lane is required on the north <br />side of CSAH 14. The plans show this construction and will be subject to review <br />by Anoka County. <br />2. The plans show a sidewalk leading from the trail on the south side of Street A to <br />the east side of the parking lot. Pedestrian access from Main Street should also be <br />provided. There is an existing curb ramp in the northeast corner of Main Street <br />th <br />and 20 Avenue. Extending a trail from this point to the Main Street entrance to <br />the site may be the most practical way to allow access to those looking to walk or <br />bike to the store from the south and central parts of town. <br />3. The north-south drive lane west of the landscaped island on the west side of the <br />site is likely to be used by customers of the future retail development on Lot 1, <br />Block 1. This cut-through traffic will exist whether Street A goes through, or <br />remains a cul-de-sac. We wish to further conversations with Kwik Trip regarding <br />this situation. The city wishes to ensure that this cut-through traffic remains a <br />viable route to Lot 1, Block 1. Further, it should be understood that Kwik Trip <br />reserves no right to block this passage or assess costs to the neighboring lot <br />(except through mutual agreement) for future maintenance needs. Finally, a <br />contingency plan should be shown for how the north end of this corridor would <br />look when and if Street A continues through and the cul-de-sac, therefore, is <br />eliminated. The alignment of the curb in this area would need to change, <br />landscaping would be lost and it should be understood whose cost it would be to <br />make these changes. It must be understood that the city would not accept any <br />burden to affect these modifications. <br /> <br />Miscellaneous <br />1. A Conditional Use Permit (CUP) will be required for the Car Wash. <br />2. Retaining walls over four feet in height will require the submission of engineered <br />design drawings. <br />3. The city reserves the right to review future iterations of the development plans. <br /> <br />
