Memorandum <br /> <br /> <br />Date: July 23, 2021 <br /> <br />To: Honorable Mayor and City Council Members <br /> <br />Through: Mark R. Statz, City Administrator/City Engineer <br /> <br />From: Bruce DeJong, Finance Director <br /> <br />Item: 2022 General Fund Budget and Property Tax Levy Discussion <br /> <br />City staff continue updating the known changes to the budget. We also are making <br />estimates of modifications that are not yet established. <br /> <br />Based on our previous worksession, the revenue side of the budget has been adjusted <br /> items. We only have a $2,000 reduction in the <br />fines and forfeits line item based on lower fine revenue. We also have an increase in the <br />SCORE revenue from Anoka County which support our recycling efforts. This is a <br />reflection of the experience of the last several years. <br />On the expense side, we have updated salaries and removed the $20,000 contingency <br />from the Council budget. This was done since we have a contract with the IUOE Local <br />49 that represents our public works employees. We have extended those contract terms <br />to the non-union employees. <br />We have also added a new City Hall Office Staff Professional position at $70,000 per <br />year plus benefits. This will replace the half-time front desk position that is currently <br />open (roughly 25,000 in cost). Additionally, to help offset these new costs we have <br />removed $20,000 of professional services that were originally placed in the budget a few <br />years ago, to mitigate staffing shortages. We have allocated part of the new position to <br />both the water and sewer funds since duties related to these utilities will likely be part of <br />s. With these changes, this position adds roughly $30,000 <br />net to the general fund budget. <br /> <br />We have added almost $25,000 to the election costs. We have elections every two years <br />and so this amount tracks closely with the amount spent in 2020. However, staff is in the <br />midst of a deeper analysis of this item to see if all of these costs will carry forward. <br /> <br />
