<br />733 Marquette Avenue, Suite 1000, Minneapolis, MN 55402 <br />Memorandum <br />DATE: August 4, 2020 <br />TO: Centerville Planning & Zoning Commission <br />FROM: Phil Carlson, AICP, Stantec, Senior Planner <br />RE: Residential Driveways, Vehicles and Equipment Parking & Storage <br />INTRODUCTION <br />The Planning & Zoning Commission gave direction on potential Zoning Code revisions related to <br />vehicles and equipment in residential driveways and lots. This memorandum summarizes our <br />recommendations and the attached ordinance formalizes the code amendments to accomplish <br />this. <br />ISSUES & RECOMMENDED STANDARDS <br />The discussion at the July 7 Planning & Zoning Commission meeting focused on the following: <br /> <br />1) <br /> <br />& Zoning Commission felt this was confusing and at odds with common usage where <br />st in the setback, and asked that this be <br /> way in most zoning ordinances I have dealt <br />with. It appears in this context in dozens of places in the Centerville code and changing it <br />would be a significant undertaking and I recommend keeping the term as is in the Code. <br />The City Attorney agrees, saying he likes the way the Code defines and uses the term <br />"yard", noting that it is consistent with the common law interpretation; and therefore <br />consistent with other legal precedents and lease do not change <br /> <br />2) From previous discussion we understood a consensus on the following: <br /> <br /> Passenger vehicles, such as cars, trucks and vans are acceptable on the driveway. <br /> <br />defined by limits of length, height, and weight. <br /> <br /> <br /> <br />
