The first is a flat fee, generally covering the City's fixed costs for <br />operation and maintenance of the supply, treatment, storage and distribution system (Water System <br />Management Fee). The second fee is a variable rate to generally cover the cost of producing water (Variable <br />Rate). For residential properties, the Water System Management Fee shall be charged to each home at the rates <br />and intervals shown below, whether the home is connected to city water or not.
