City of Centerville
Council Meeting Minutes
April 28, 2021
other than Friday due to residents potentially being out of town for the weekends and unable to
place their cans back near their homes which makes their homes an easier mark for potential
burglary. He stated that he had spoken with the contractor (Republic Services) and they stated that
they would entertain a change if desired.

Consensus of the Council was that if the City had received numerous requests to modify they
would consider, that if fees were to be increased due to a pickup day modification they would not
consider and for 20 + years the collection day has remained on Fridays. Mayor Love stated that
Centerville is a small town where neighbors should and could assist each other with placing empty
containers near homes for one another once collection has been completed if they were asked or if
they notice the homeowner is not home.

3. Placemaking

Administrator Statz stated that he place the item on the Work Session Agenda for discussion as
the Economic Development Authority desires input as to their roll (funding for beautification,
making Centerville a destination, welcome monument, etc.) He stated he was unsure as to ideas
that have been discussed as to whether EDA should be working in this area, working with other
Committee/CommissionÓs in this area or only working on business retention, marketing, etc.

Discussion ensued regarding EDAÓs roll in placemaking, funding, marketing, branding, working
with the Parks & Recreation Committee, business retention and bringing in new businesses.

Administrator Statz was directed to provide Council with a list and prioritize items and funding
for Council consideration at a future date.

4. 2020 Year-End Financials (Unaudited)

Administrator Statz reviewed the 2020 Year-End Financials (Unaudited) with Council.
Discussion was had regarding CARES funding, possible paving of the City Hall parking lot and
how funding would be secured for this project, balances in accounts, pavement plan, overlays,
Storm Sewer Fund balance, American Recovery Act Funding and unknown ability to utilize that
funding for storm sewer projects, storm water pond restoration/drainage issues, ditch maintenance,
trail maintenance being a part of the street funding and the existing policy for backyard drainage
program.
III. ADJOURNMENT
Mayor Love adjourned the Work Session at 6:10 p.m.
COUNCIL MEETING
I. CALL TO ORDER
Mayor D.
