Municipal Revenue & Taxation <br />1-AStateandLocalFiscalRelationship <br />A functional state and local fiscal relationship must emphasize adequacy, equitability, <br />sustainability and accountability for public resources and communication among thestate, cities, <br />andpublic. Aneffectivepartnershipmustalsoemphasizepracticesthatstrengthencollaboration <br />andpartnershipbetweenthe state andlocalunitsofgovernment. <br />Services provided by cities are traditionally funded through a combination of property taxes, fees <br />and state aids. Increasingly, cities are bearing more costs for services that have historically been <br />the responsibilityofthestate. <br />MetroCitiessupportsastateandlocalfiscalpartnershipthatemphasizes: <br />Strong financial stewardship and accountability for public resources that <br />emphasizes maximizing efficiencies in service delivery and effective <br />communicationbetweenthestateandlocalunitsofgovernmentandthepublic. <br />Reliable,stableandadequaterevenuesourcesincludingthe propertytaxandlocal <br />government aids, and dedicated funds to meet specific local government needs. Metro <br />Cities opposes diverting dedicated funds or local aids for the purpose of balancing <br />statebudgets. <br />Sufficientrevenuesourcesavailableto citiesthatallow citiestoaddresslocalneeds <br />and citizens to receive adequate services at relatively similar levels of taxation, and <br />thatmaintainlocal,regionalandstateeconomicvitalityandcompetitiveness. <br />Full state funding to cover mandates enacted by the state, and flexibility for local <br />governmentsinimplementingstate mandatestoensure localcostsareminimized. <br />Local decision-making authority regardingthe terms and conditions of <br />employmentfor localgovernmentemployees,includingcompensation,recognition, <br />andbenefit decisions. <br />Adequate and timely notification regarding new legislative programs ormodifications <br />to existing state programs or policies to allow cities sufficient time to plan for <br />implementationandtomanageanyeffectsonlocalbudgetingprocesses. <br />Supportforcooperativepurchasing arrangementsbetweenthestateandlocal unitsof <br />government. Such arrangements must be structured to be able to address unexpected <br />delays or other challenges in the procurement of goods, so that any disruptions to local <br />governmentoperationsandservicesthatmayresultfromsuch delaysareminimized. <br />Stateofficialsshouldseeklocalfeedbackinthevettingofproductvendors. <br />Theconcept ofperformancemeasuring,butopposition tousingstateestablished <br />2022 Legislative Policies <br />1 <br /> <br />
