General Government <br />offenses.Metro Citiesalso endorsesafairhearing processbeforeadisinterestedthirdparty. <br />2-HResidentialPrograms <br />Sufficientfunding andoversightisneeded toensure that residentslivingin residentialprograms <br />have appropriate care and supervision and that neighborhoods are not disproportionately <br />impacted by high concentrations of residential programs. Historically, federal and state laws <br />have discouraged the concentration of residential group homes so as not to promote areas that <br />reinforce institutionalqualitysettings. <br />Undercurrentlaw,operators ofcertainresidentialprograms arenotrequiredtonotifycities <br />when they intend to purchase single-family housing for this purpose. Cities do not have the <br />authority to regulate the locations of residential programs. Cities have reasonable concerns about <br />high concentrations of these facilities in residential neighborhoods, and additional traffic and <br />servicedeliveriessurroundingthese facilitieswhenthey are groupedcloselytogether. <br />Municipalities recognize and support the services residential programs provide. However, cities <br />also have an interest in preserving balance between residential programs and other uses in <br />residentialneighborhoods. <br />Providers applying to operate residential programs should be required to notify the city when <br />applying for licensure to be informed of local ordinance requirements as a part of the application <br />process.Licensing agenciesshould berequiredtonotifythecity ofpropertiesreceiving licensure <br />tobeoperatedasresidentialprograms. <br />Metro Cities supports changes to Minn. Stat. § 245A.11, subd. 4, to allow for appropriate <br />non-concentration standards for all types of cities to prevent clustering. Metro Cities <br />supports statutory modifications to require licensed agencies and licensed providers that <br />operate residential programs to notify the city of properties being operated as residential <br />programs. Metro Cities also supports the establishment of appropriate non-concentration <br />standards for residential programs, to prevent clustering, and supports enforcement of <br />theserulesbytheappropriatecountyagencies. <br />2-IAnnexation <br />Attempts have been made in recent years to reduce tensions between cities and townships in <br />annexations.AMunicipalBoundaryAdjustmentTaskForce workedtodevelop <br />recommendations regarding best practices annexation training for city and township officials to <br />better communicate and jointly plan potential annexations. While the task force defined <br />differences between cities and townships, no significant advancements were made in creating <br />bestpractices. <br />Metro Cities supports continued legislative efforts to develop recommendations regarding <br />best practices and annexation training for city and township officialsto better <br />communicate and plan for potential annexations.
